Add text format options to bullet editor

allow simple format options for bullet text input: bold, italic, underline

The bullet inputs should have no menu — only on highlight popup format options. We can store this as JSON https://tiptap.dev/docs/guides/output-json-html and just only use the text content when creating the description field.
