AI Settings not consistently applied during resume tailoring/editing

The Resume Chat says it cannot verify or access my active AI Settings configuration and does not automatically inherit the settings.

When tailoring/generating a resume, some settings appear to be used, but sections such as Professional Summary were not generated even though the section was enabled in the layout.

Chat can manually reformat the Skills section into categories, but it says the actual skills_layout setting remains unset.

It would be helpful if the UI clearly showed whether the active AI Settings configuration applies to AI Generate, Tailor to Job, individual section rewrites, and Resume Chat.
